With 18 votes in favor and 6 against, the local congress approved to add new requirements to article 31 bis of the State Traffic and Road Law.

In addition to the existing requirements for the issuance of driver’s licenses in Yucatán, the interested party will have to approve an expertise and driving capacity test conducted by the area in charge of the Ministry of Public Security (SSP).

In the ordinary session on Wednesday September 25th, representative Lila Frías Castillo (PRI political party) reported that in 2017 alone there were 162 traffic accidents that resulted in 148 injured and 126 deaths, so it is necessary to work in getting favorable conditions for vehicular traffic; that is why an expertise test is necessary to ensure that people demonstrate the ability to drive optimally.

Luis Aguilar Castillo (Nueva Alianza political party) indicated that the problem is the lack of education and road courtesy, because the term “expertise” could not be the correct criteria used to approve the applicant. He also mentioned that spaces will have to enabled to be used as road circuits for the driving tests.

Miguel Rodríguez Baqueiro (PAN political party) replied that there have to be more extensive and demanding requirements, in order to avoid accidents, since the state of Yucatán features 860 thousand registered license plates,  almost one vehicle for every two inhabitants.

Milagros Romero Bastarrachea (Movimiento Ciudadano political party) stated that, besides improving the driving abilities, a paradigm shift in terms of education and road courtesy is absolutely necessary in the state of Yucatán.
