The commitment to achieve in this administration the declaration in Yucatan of a Special Economic Zone (EEZ) was ratified by the General Coordinator of State Government Advisers, Eric Rubio Barthell, in a session with the leaders of the state’s main business organizations.
During the event in Merida, the Secretary of Economic Development (Sefoe), Ernesto Herrera Novelo, explained that upon completion of the EEZ, Yucatan will have in the short term more competitive advantages for both companies that come here to develop technology, and for those already established who want to innovate processes they are already performing.
The EEZ would be located in Progreso and its vocation would be information and communication technologies, the official said. The state’s economic plan has a strategic orientation towards that sector, but it is intended that it be opened to other productive areas.
Herrera Novelo recalled that the Federal Law on Special Economic Zones was enacted on May 31, 2016 and entered into force on June 1, 2016, as a public policy established by the President of the Republic, Enrique Peña Nieto, to encourage investment in the 10 states that most require growth.
It is sought that the three orders of government grant competitive incentives to the industry, so that companies with intentions to develop technologies in other parts of the world can do so in Yucatan.
State tax benefits in the areas of utilities, social security and payroll are some incentives that are expected to be contemplated, as well as others of the municipal and federal order. The Ministry of Finance is working on it and we can know the details once the decree has been published, he said.
The declaration of Progreso as an EEZ will open new opportunities for new companies and those here to have advantages to compete, reaffirmed the head of the Sefoe.
The General Coordinator of Strategic Projects of the Office of the Governor, Juan Carlos García Barcala, pointed out that after evaluating several regions, Progreso was determined to be the best because it has the characteristics required by law in terms of development and population.
That municipality has the necessary infrastructure, and there was goodwill on the part of the authorities to collaborate on the requirements and procedures, he added.
We have the executive plan, the letter of intent and a pre-feasibility study, which puts us in a very good possibility to obtain the declaration of Progreso as EEZ, which will be defined in the coming months, he said.
The meeting reaffirmed the commitment to reactivate the Chichen Itza International Airport and establish a cargo logistics center in the area, as Governor Rolando Zapata Bello noted in his fourth Report.
In this regard, Garcia Barcala added that through efforts made in this administration, this project reached the category of “strategic” before the Ministry of Economy, which allows the determination of resources for the preparation of studies. Currently there is an executive project and the work is expected to start soon.
The event was attended by the Technical Planning and Evaluation Secretary, Guillermo Cortés González; the president of the National Chambers of Commerce, Services and Tourism (Canaco-Servytur) in Mérida, Juan José Abraham Daguer; the president of the Dress Industry (Canaive), Pedro Góngora Medina; as well as the president of the Association of Export Maquiladoras, Felipe López Alonzo.
Also attending were the local director of the Confederation of Employers of the Mexican Republic (Coparmex), Eduardo Espinosa Corona, and the Regional Vice-President of Government Relations of the National Chamber of Electronics Industry, Telecommunications and Information Technologies (Canieti), José Luis Estefani Cárdenas.
