In its annual report of 2015, the US Drug Enforcement Agency (DEA) emphasizes the control of the Mexican narco-cartels on the US drug market and warns that the most important criminal threats to the United States are “dangerous and highly sophisticated Mexican criminal organizations” which are “the main suppliers of cocaine, heroin, methamphetamines and marijuana.”
The report says that Mexican groups have no competition in control of the US drug market, having supplanted Colombian organizations that ruled the drug trade in previous years.
In Mexico, the Interior Minister Miguel Angel Osorio Chong said Tuesday Nov. 10 that the government will respect the outcome of the debate and analysis on the regulation and consumption of marijuana, which will take place at the direction of President Enrique Peña Nieto.
On Tuesday the Federal Commission for the Protection against Sanitary Risk received a new permit application from six individuals for use of marijuana for recreational purposes.
The Sinaloa Cartel of Joaquin “El Chapo” Guzman has the largest domain in the United States. Its areas of influence cover the eastern half of the country and the Arizona-Mexico border, the border and coast of California and the states of Oregon and Washington.
The Juarez Cartel has control over New Mexico and Texas adjacent to the Mexican states of Chihuahua and Coahuila. The Gulf Cartel is the third regional presence: it dominates drug trafficking in the southern half of Texas; the other half is occupied by the Sinaloa Cartel.
“These organizations are responsible for the extreme violence seen in Mexico, since these groups are fighting for territory and attack government officials and innocent civilians,” states in the report Chuck Rosenberg, acting director of the DEA.
To determine the presence of Mexican cartels, the US government used data from about 1,100 federal, local and state law enforcement agencies, intelligence and public health statistics.
Places in the US
Despite the dominance of the Sinaloa Cartel in most of the United States, in large cities there is simultaneous presence of other Mexican organizations, according to the DEA report.
In Los Angeles, the drug trade is divided between the Sinaloa Cartel, Los Zetas and the Beltran Leyva Cartel, (New Generation Jalisco), although the state of California is dominated by the organization led by Joaquin “El Chapo” Guzman (Sinaloa ).
Seattle is divided between the cartels of Sinaloa, the Beltran Leyva, Jalisco New Generation and the Knights Templar, the latter organization of Michoacan who lost their top leaders between 2013 and 2015.
In Houston five groups are present; the main one is the Gulf Cartel, but also active are Los Zetas, the Beltran Leyva, the Knights Templar and the Sinaloa Cartel.
The New York area is dominated by the Sinaloa Cartel, but with the presence of the Gulf Cartel and the organization of the Beltran Leyva brothers.
In the city of Atlanta six Mexican cartels operate: Sinaloa, the Knights Templar, Gulf, Jalisco New Generation, the Beltran Leyva and Los Zetas. The drug trade in Washington D.C. is dominated by the Sinaloa Cartel, the Beltran Leyva and Jalisco New Generation.
Miami, historical point of South American cartels to smuggle drugs into the United States, is dominated by the Sinaloa cartel and the Beltran Leyva.
The DEA also exposed the size of the drug industry in America: 1.4 million people involved in 33,000 local bands or gangs in the distribution and retail sale of drugs.
“Gangs are involved in multiple criminal activities, street-level drug distribution and represent the largest source of income, and commit violent crimes such as robberies, assaults, threats and intimidation to accomplish these purposes,” says the DEA in its report .
88% of these 1.4 million people are members of gangs; another 9.5% are in prison, but work with local criminal organizations; and 2.5% are members of motorcycle gangs.
There are American bands that do business with several Mexican cartels at once: MS-13 works with the Sinaloa Cartel, Los Zetas, the Gulf Cartel and La Familia Michoacana.
Almighty Latin King and Queen Nation work with the Arellano Felix, the Juarez Cartel, Los Zetas and the Sinaloa Cartel.
Other bands associated with the Mexican cartels are Southerners, Hermanos Pistoleros Latinos, Crips, Eme, Border Brothers, Barrio Azteca, Mexican Mafia California, and two dozen more.
The evaluation also explained how the Mexican territory is divided by 8 major drug trafficking organizations.
Despite its wide domain in the United States, Mexico’s Sinaloa cartel is limited to control of Sinaloa, Durango, southern Chihuahua, Sonora, the Baja Caifornia and Yucatan, and is present in several cities in north and southern Mexico.
Los Zetas, the New Generation Jalisco Cartel, the Gulf Cartel and the Beltran Leyva are other organizations that occupy more than one entity, while the Juarez cartel dominates most of Chihuahua.
The Knights Templar are folded in a fraction of Michoacan, while the Familia Michoacana is divided between part of Michoacan and the State of Mexico.
The DEA reveals that 120 people die every day from overdoses in the United States. Since 2008, deaths related to drug use each year exceed those caused by road accidents and those related to gunshots, according to recent data from the Centers for Disease Control and Drug Prevention.
In 2013 the US had a total of 46,471 drug-related drug deaths, while motor vehicle incidents killed 35,369, and gunfire killed 33,636.
Revelation of operations in Mexico City
As assessed by DEA five cartels have a presence in Mexico City.
The report indicates that jockeying for control in the metropolis are Sinaloa, Gulf, Knights Templar, the Beltran Leyva and Los Zetas.
Asks for clarification
The Attorney General of the Federal District asked the DEA for clarification on that report. The attorney Rodolfo Rios Garza said staff of the unit responsible made the request to the United States. Federal and city authorities have ruled out the presence of criminal groups in Mexico City.
